No, Copilot for GitHub wasn't advertising
Watching the "Copilot is inserting adverts into PRs!" thing do the rounds was kind of wild, because it obviously wasn't. It obviously was inserting what the team throught were useful tips, and it had been doing it for a wee while.
This comment confirms what I felt was the case there.

Well this is a whole furball of legal and AI issues. I think the thing that gets me here is the apparent motives of the current maint'. It doesn't matter how you cut it with the legal side of things, what they've done, for me, is a real ethical issue.
